 THE PROFESSIONAL EARLY-CHILD EDUCATION PROGRAM (PECE)  - AN INDUSTRY, WORK-BASED MODEL 4 THE WORLD OF WORK
The objective of the PECE program is to advance early child precocious development, journeyman occupational learning and mastery, and to effect the attainment of professional early virtuoso genius development for the world of work. THE INTERNATIONAL FRAMEWORK OF THE PECE PROGRAM
PECE is the most advanced Technical-Vocational, and Occupational industry-based early-child education program the world over, following the application and employment of the right to education (UDHR Article 26 part 2 that highlights the direction of education as the full development of the human personality), and the right to development (A/RES/41/128 Article 2 part 1 that evinces the human person as the central subject of development). The focus of the PECE program is to advance occupational learning/education for the world of work (UNEVOC-UNESCO-UN) through the promotion of virtuoso, genius development and attested industry-based,  education and certification within ages 1 - 17. 


"Education and training are central to the achievement of the 2030 Agenda. The vision of the Incheon Declaration: Education 2030 is fully captured by Sustainable Development Goal 4 “Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all”. Education 2030 devotes considerable attention to technical and vocational skills development, specifically regarding access to an affordable quality Technical and Vocational Education and Training (TVET); the acquisition of technical and vocational skills for employment, decent work and entrepreneurship; the elimination of gender disparity and ensuring access for the vulnerable. In this context, TVET is expected to address the multiple demands of an economic, social and environmental nature by helping youth and adults develop the skills they need for employment, decent work and entrepreneurship, promoting equitable, inclusive and sustainable economic growth, and supporting transitions to green economies and environmental sustainability." (UNESCO's Strategy Technical and Vocational Education and Training (TVET) (2016-2021)-)

PECE STRUCTURE
Setting off the structuredness (definite and highly organized structure) to implement the Professional Early Child Education (PECE) program requires a methodical learning management system (LMS), called the PECE-FP.

The theme of this development phase is setting up the fundament for all cognitive, psychomotor, conative and affective development Capacity processes and Critical thinking/Analysis-Expression-Writing-Reading-Hearing skill-set for the objective Etymological, epistemological, axiological and ontological aphoristic stemma for sustainable global Maturement; this would essay the platform for the Precocious Critical Research intuitive development required as fundament for maturation.
 
PERSONAL DEVELOPMENT TENNER (5 – 10)
Personal development at the 5 - 10 years old platform takes on a habitual patronage of development systems between 1 -5 years old by fully accepting, exercising and showing the attributes, properties, knowledge, and skills of stage 1-5 theme as habitual praxis; consolidated with 3 postindustrial certification debuts as Maturation of Cognitive, Psychomotor, Conative and Affective Capacities. POSTINDUSTRIAL DEVELOPMENT (10 – 15) – OCCUPATIONAL DEVELOPMENT 
Over 6 -18 Postindustrial licenses and certifications assay Global Research maturation to usher the global Transcendental Inquiry phase from Critical Action Research/knowledge Creation, and Critical Etymological, Epistemological, Axiological, and Ontological Maturation.
RECONDITE ORGANIZATIONAL DEVELOPMENT (15 – 17)
Recondite Transcendental inquiry is the prime for Orphic Organizational Maturation for replete Global Supranational Maturement by abstruse Knowledge Creation to advanced Organizational Development and Global praxis: The creation of preeminent para-postindustrial praxis from replete personal development-anthropocentric maturation to anthropic/societal development-maturation and the sequential supra-national anthropic development.
